Districts (NID)
Every dictator has an army, Mayor Schundler created his political army who worked the 1997 election while the city avoided civil service.
After the layoffs, Bret Schundler devised a new scheme of employing people who worked his campaign. The job was called neighbor managers NID's.
After these job titles were created, state called for an examination in November of 1996. The job titles were Program Monitor and Code Enforcement Officer. The city utilized public funds to transport the provisional workers to Trenton. However, the test administrator would not allow many of the provisonal NID workers to take the test, they lacked the background. Only three people passed the Program Monitor test: My husband scored 1, along with Dan Wrieden, and Larry Cappoli came in 3.
Another test, Code Enforcement Officer had 9 people passing. Again my husband passed along with James Ganley, Gary Bryne, Patrick Johnson, Larry Cappoli, Ufredo Merchan, Frank Hoffman, George Ayad, and Gregory Zachar.
My husband plus, Larry Cappoli, Patrick Johnson, and Gregory Zachar are laid off employees who were denied those jobs.
According to the payroll dated 8/8/96, there were 96 people employed in the NID department, 46 came from the NID payroll. The total annul salary was 1,162,000 now it is passed $3.5 million. The following is a list of the 46 employed from 8/8/96:

The Department of Personnel accepted the excuse that the City was not using the lists. The City developed another list called the Code Enforcement Officer Trainee but my husband and other laid off employees past the test but where not hired.
In 1997, the NID received a biting editorial in the Jersey Journal titled, "Parading their politics." The last paragraph stated, "NID staffers owe their jobs to the NID program that Schundler initiated, so it's no surprise if they back Schundler for re-election. But every time Schundler's political apparatus puts priority on their politicking rather than their governmental service, it delivers a setback to a potentially valuable program and to the mayor's effort to differentiate his leadership from the 'dark valley' of selfish politics that, the mayor said, used to grip municipal government in Jersey City."
Robert Lombard, the hiring agent for the city, refused to used the list
from the Merit System. He said in Judge Samuels' court he was waiting for
the certified list. The state under Governor Whitman has allowed Bret
Schundler to take civil service back to the dark ages, workers have rights
similar to blacks in the south before the civil rights
movement.
